Sue Tibbs Refuses to Allow Open Carry to Be Heard In Committee

Here's a transcript (not 100% word for word, but accurate) of the first part of the video above where Rep. Sue Tibbs refuses to allow SB129 to be heard in the House Public Safety Committee. This is the exchange between Rep. John Bennett and Rep. Sue Tibbs.

Bennett: ...on the original agenda, Senate Bill 129 was on there but its no longer on the agenda. Are we not going to hear that bill today?

Tibbs: We are not!

Bennett: Madam Chair, I would like to make a motion to reconsider the vote on Senate Bill 129.

Tibbs: That motion is out of order because that bill is not on the agenda and we cannot hear a bill that is not on the agenda.

Bennett: Madam Chair, I don't believe that is out of order. That bill failed in our committee back on April 4th and now it belongs to committee so it can be heard for reconsideration at any time.

Tibbs: I have ruled on that! It is out of order! It is not on the agenda! And it will not be heard today.

Bennett: Madam Chair, I make a motion to appeal the rule of the Chair.

Tibbs: I will not recognize you for that motion. It is out of order.

Bennett: Madam Chair, I don't believe it is out of order. According to the Mason's Manual, it is completely in order.

Tibbs: I have made my ruling, and it stands.

Bennett: Objection, Madam Chair. I believe that is an inapproprate ruling, and I would like to make a motion to override the rule of the chair.

Tibbs: There is not a committee procedure for overriding the rule of the chair. WE WILL MOVE ON at this point!

You can get a general idea from this about how dictatorial these (arguably unconstitutional) committee meetings are. Now, I don't have a Mason's Manual to verify (they run $110 or so on Amazon, and my birthday is coming up *hint*hint*) Rep. Bennett's assertions, but I wouldn't be surprised if they are correct.

Lucky for us, though, Rep. Tibbs is term limited.
